  9. while the peppers/onion mixture is cooking, cut up the sausage about the same size as your peppers and place into the pot with the pasta. stir these together so the pasta can absorb flavor from the sausage.
  10. when the peppers are tender and the onions are translucent, pour everything into the pot with the pasta (this is why you need a large one). mix all ingredients together to blend flavors. if it seems a little dry, add some of the water you set aside earlier to moisten it.
  11. pour all ingredients into a shallow baking dish (glass, metal, whatever you have on hand, just spray non-stick cooking spray on the bottom if you need to)
  12. top with mozzarella chees and parmesan cheese and sprinkle a little bit of onion powder and garlic powder on top.
  13. bake until the cheese is bubbly
